The rubric for Assessment of Language Competence is based on the proficiency levels defined by the American Council on the Teaching of Foreign Languages[cite: 1]. The California Commission on Teacher Credentialing requires that candidates for the Bilingual Authorization meet at a minimum the standard of Advanced Level in all language modalities (Listening/Reception, Speaking/Production, Reading/Comprehension, Writing/Expression)[cite: 1].

Bilingual School Psychologists Certificate Program

Program Description & Philosophy

The Graduate Certificate in Bilingual School Psychology at UC Santa Barbara prepares school psychology candidates to provide culturally and linguistically responsive psychological services to multilingual children and their families[cite: 1]. Designed for students enrolled in the UC Santa Barbara M.Ed. or Ph.D. school psychology programs who possess bilingual proficiency in English and another language, the certificate emphasizes the development of knowledge and skills needed to serve as an effective school psychologist in both monolingual and bilingual educational settings[cite: 1].

Eligibility

Students must meet the National Council of State Supervisors for Languages (NCSSL) and American Council on the Teaching of Foreign Languages (ACTFL) proficiency benchmarks at the Advanced Level in Communication, including Interpretive, Interpersonal, and Presentational Modes of Communication[cite: 1].

Bilingual School Psychology Competencies

The BSP program is intentionally aligned with the competencies established by the California Consortium for Bilingual School Psychology (CCBSP)[cite: 1]. These competencies emphasize strengths-based practice with multilingual learners, cultural and linguistic depth, culturally responsive family and community engagement, and equitable assessment and intervention practices[cite: 1].

A multicultural consultation approach, such as Ingraham’s multicultural consultation framework, must be incorporated into your selected consultation model[cite: 1].
